We seek paper proposals for a panel to be held at the FLAUC meeting in Lima, Peru, during 7-9 November 2018. The panel will also serve as a preparatory meeting to explore the possibility of presenting a follow-up panel for the Shanghai Forum 2019 conference.

Theme
Thirty years after the downfall of the Soviet-led communist bloc, it is widely accepted that the Western liberal order is coming to an end. This panel examines how global governance is changing as a result of the multifaceted transitions associated with the decline of the liberal world order. How are international power configurations mutating as a result of the demise of US hegemony and what does this mean for the provision of international public goods? Who are the actors providing international public goods in policy areas such as financial stability, security, the environment, human rights and health, amongst others? What sort of institutional and legal structures are used to manage the provision of public goods? How is global governance being affected by the crisis of liberal democracy?
The papers in this panel will cover the following topics, but are not limited, to:
- The role of emerging powers in international organizations, new and existing ones;
- The importance of regional institutions in the provision of public goods;
- Changing modes of governance as a consequence of international power transitions;
- The possibilities of global governance without democracy.
