Second FLAUC Council Meeting Report

The overall vision of the Consortium is to promote closer ties and understanding between Latin America and China, by means of joint research projects and educational activities. Furthermore, the Consortium seeks to promote Latin American culture in China, and the Chinese culture in Latin America.


FLAUC Council Meeting and Annual Meeting (with rotating chairing system)


Each year, the FLAUC members will have two compulsory meetings. The Secretariat Office at FDDI will be responsible for organizing Council Meeting each May. The first Council Meeting was held by Fudan University at Shanghai Forum 2017. At the meeting, the establishment of the Consortium was announced.


Each November, one of the members in Latin America will take the position of chair and host an annual meeting on their campus. All the members of the Consortium will attend the meeting, concluding the accomplishment of the year, and making plans for the next. The Second Annual Meeting was chaired by Universidad Nacional Mayor de San Marcos, on November 8th, 2018.

Appreciates the presence of each of the representatives of the member universities of the Fudan-Latin America University Consortium at the National University of San Marcos

These days have been hectic, with a tight schedule, but the results are positive. We are going to conclude this Annual Meeting, with conclusions from each of the tables that have been developed today that are challenges for the country. Thanks to you, who, as exhibitors or commentators, have been able to contribute to transmit experiences and knowledge.

Peru and San Marcos will be waiting for you as many times as you like. In that sense, greet each one of you and your university community.

The National University of San Marcos, after the meeting in Shanghai last May, we have worked hard on topics of Asia. We had contacts and relations with Asia, however, not as a policy of our University.

However, these months have been profitable, we are very happy with the meeting and have come to it with the purpose of strengthening this consortium at the Second FLAUC Annual Meeting in Latin America.

San Marcos will have a very strong activity, we will need your support and help in this relationship with the Asian world, and find in the third FLAUC meeting a better understanding between Latin America and Asia.

We know this consortium was created with a general vision to promote relationships between China and Latin America. We worked hard with the launch of the Asian Studies Center and the framework agreement with Fudan University. This agreement strengthens relationships and we can obtain all of the objectives that we will start next year. So, for us, internalization is not only mobility, we will want to do more activities to increase opportunities for students, academics, researchers and staff. We hope to cooperate in the future with all member universities of the Consortium in postgraduate, masters or PhD programs, as well as technology transfers.

1.Creation of the Asian Studies Center.

2.“University and Development”, as the main topic of the Second Annual Meeting of Fudan–Latin America University Consortium – FLAUC.

3.Agreements of cooperation with Fudan University and ESAN.


Proposals for collaboration:

1.“The way of Mario Vargas Llosa” as an international cooperation program to show Peru: language, culture, literature and improve the Spanish language.

2.We will open the range of opportunities of the RUNAi network that we will launch on 9th November for access to all of Peru in cooperation.

3.Joint research among the members.

ESAN Business School, Peru

Peter Yamakawa, Dean of ESAN School Business, said ESAN was the first Business School in Latin America. We have great expectations about this consortium because of the qualified universities of FLAUC, we can work together for international exchange programs and research projects.


Otto Regalado,Director Graduate School of Business, mentioned the participation of ESAN Business School in the Consortium.



1.Work with colleagues of Tec de Monterrey and Fudan University on the book China and Latin America: Paths to overcoming the Middle-Income Trap, which will be published by China Social Sciences Press, and will hopefully be released by the end of this year.

2.Participate an editor for the special issue of the journal competition and regulation Embassy.

3.Co-organize the call for paper panel on “The other side of the Silk Road: Chinese investments in Latin American Infrastructures” on November 8th.

1.Share production with a colleague of University of Chile.


Universidad del Rosario, Colombia

Ann Manson was in the representation as the new president of Universidad del Rosario and the Director of Relations (Vice rector), Sonia Duran. This initiative is difficult, but it offers tremendous opportunities, to really make significant advances in specific research projects and development programs.



1.Created an online Scientific Production Repository (SPR): Facilitate access to scientific production of members and promote academic visibility of member institutions and of FLAUC itself. Facility networking among faculties, researches.

Four priorities

1.Online FLAUC Scientific Production Repository with a google group.

2.Faculty & Doctoral Student Exchange Fellowships UR & Partner Co-funding in three categories:

a.Doctoral Students Fellowships

b.Innovative Pedagogical Experience Fellowships

c.Visiting Teaching and Research Fellowships

3.FLAUC Round Table in Shanghai Forum in next May.

4.Develop a rotating FLAUC Summer School among all universities of the Consortium with thematic and academic priorities.

Universidad de los Andes, Colombia

Carolyn Finck, Director of International Affairs, emphasized the importance of more opportunities for this Consortium.


Proposals for collaboration:

1.Opening of the Center for sustainable development of Universidad de Los Andes. This center is going to play a main role in the university. The director of this center will be Alejandro Gabrilla, farmer and minister for health in Colombia.

Topics of the Center:

-Urban Sustainable development

-Climate change priorities

-Issues related to agropecuary systems and sustainable enterprises.

2.The first area to work is the participation in research call with members of the Consortium.

This center will generate an incident in public policy so we want to have a direct impact in the society. The Center for sustainable development is for Latin America and Caribbean.

3.The students are involved in all projects in the areas of work of the campus sustainability. We have a great opportunity to strengthen relationships.


Universidad de Chile, Chile

Eduardo Vera, Director for International Affairs, mentioned the importance of the network because it is the essential into internalization, also the long term and deep goals to improve the quality of the countries and the society.


There are issues that are becoming more important, as environment, so we welcome sustainable development center of the Universidad de Los Andes because it is a big topic, specifically in countries, in which we can share experiences and cooperate, for this reason the collaboration is essential.A specific topic is the health of the ocean, monitoring and creating policies that will help stop the deterioration, which is very important, for this the UChile belongs to another network, APRU, Association of Pacific Rim Universities, of which Fudan University is a member and Tecnológico de Monterrey as well. We hope that new Latin American Universities of this Consortium will enter this network in the future.


As we know to the APEC efforts summaries and presentations, from your international affairs. Peru has been an active member, and for 2019, APEC Presidential Summit is going to be held in Chile.

UChile will be working with Pontificia Universidad Católica de Chile as a host team for FLAUC Annual Meeting 2019.


Universidade Estadual Campinas, UNICAMP, Brasil

Angelica Torresin, International Cooperation Officer explained the results of the UNICAMP.



1.UNICAMP hosted the Seminar of the Institute of Economics of UNICAMP in last June with the coordinator Bruno Martarello De Conti. We had collaboration with Zhang Ping from School of International Relations and Public Affairs of Fudan University.

2.Bruno Martarello De Conti is going to travel to China and he is going to have a meeting on next Monday (12th November) for joint projects.

3.Mariana Hase was a PhD. Student of UNICAMP. She studied one semester at Fudan University.

1.UNICAMP will send the information of the Digital Repository to Universidad del Rosario in a few weeks.

Universidad de Buenos Aires

Ignacio Villagran, Director of Center of Studies Argentina - China of Faculty of Social Sciences, was in representation of the International Cooperation Office. He explained about the internationalization process of Universidad de Buenos Aires in particular with partnerships with Chinese institutions and the Strategic Approach for cooperation with China: FLAUC-ICUBA-Research Centers.

Adriana Oviedo, Senior Advisor for Academic Cooperation mentioned the importance of cooperating with Chinese institutions. This way is going to help us to increase internationalization and identify more areas to collaborate.

Tec de Monterrey

Miguel Angel Montoya, Director of Incubation and Development of Centers, mentioned the collaboration of Tec de Monterrey.



1.We were to push the researchers in the consortium,which means six different professors participated in the Call for Papers in the Second FLAUC Annual Meeting in Latin America (UNMSM).

2.The book CHINA and LATIN AMERICA: Paths to overcoming the middle-income trap that we co-edited with Fudan Development Institute will be soon in the market.

3.We prepared the call for the papers with ESAN University and a regulation special issue

4.Dr. Daniel Lemus, who is one of the faculty members of Tec de Monterrey travelled to China in Sabbatical Semester, and did a seminar on Chinese globalization and China Latin America cooperation at Fudan University.

5.PhD. student was in an exchange semester at Fudan University.

1.We will collaborate in the call for papers, panels or discussions in the next FLAUC Annual Meeting in Chile.

2.We can work with members of this Consortium in another association named Triada: El Tecnológico de Monterrey, la Universidad de Los Andes y la Pontificia Universidad Católica de Chile in specific topics.

Proposals for collaboration:

ZHANG Yi, Executive Vice-Dean of Fudan Development Institute, talked about the “Seed Fund”, which is the best way to cooperate according to our aim.

-FLAUC Fellow is about a joint research between one Chinese researcher and one Latin American researcher (priority for FLAUC members) in topics related to Latin America and China. This initiative allows international publications, especially articles, which will help us to improve our university rankings. The achievement of this initiativewill be publications and conferences.

        --“Idea Lab” is about a cross-disciplinary research platform, which will be built up by FLAUC member universities.

The rector of the National University of San Marcos gave a speech at the end of the second Annual Meeting of FLAUC in Latin America and wished the best for FLAUC next year.
